The risks that will define the coming decade are increasingly systemic, interconnected and hard to anticipate. Climate shocks cascade into energy, food and health crises. Technological change creates new dependencies. Geopolitical instability strains supply chains and public services. SoReCC helps partners look ahead, map these emerging and cascading risks, and build the foresight capacity to manage them before they crystallise.
What we bring
Our Centre of Excellence applies structured foresight and horizon scanning to identify risks early, and systems thinking to understand how they interact. We are particularly concerned with cascading and compound risk, where a single trigger sets off failures across multiple sectors at once. By bringing engineering, economic and social perspectives into a single analytical frame, we help consortia capture the full chain of consequence rather than isolated impacts.
Our role in a consortium
Beyond analysis, we focus on management and preparedness. We support the design of risk governance arrangements, early warning approaches and cross-sector coordination mechanisms that allow institutions to respond coherently under pressure. As a neutral non-profit body, SoReCC is well suited to convening the diverse stakeholders that emerging risk management requires, and to building the shared understanding on which collective resilience rests.
Policy and funding alignment
This work aligns with the Horizon Europe cluster on Civil Security for Society and its disaster resilient society destination, as well as with EU work on systemic and cross-border risk. It contributes to Sustainable Development Goals 11, 13 and 9.
